pf loadable kernel module for NetBSD

This is OpenBSD 3.4 pf lkm for NetBSD 2.0, based on Joel Wilsson's original 3.3
lkm.
ALTQ and IPv6 support are not, respectively, ported and tested. For the last
one, very little work would make it work.
